Apparently the dub translates his lines. Still no subtitles for what he's saying, but you can kinda make out the gist of the conversation by picking up some key words. Seems to be a lot better than not understanding ANYTHING the guy says, or knowing EVERYTHING he says

I assume that, for whatever reason, FUNimation received masters that didn't have the Japanese subtitles, and instead of taking the time to try and understand what he's saying (which would probably result in delays) the translator just took the abstract approach, since the raws they received were apparently untranslated as well. Then they had a couple of weeks to properly decipher his lines and rewrite them for the English reversion

Oh well. I thought it was a really crappy arc that really crashed the show to borderline unwatchable before the successive arcs made it interesting again, so, no real loss
