Actually, the initial Blu-ray was released two years before the series hit the SAVE line. There does seem to have been a DVD-only Viridian release between those two points, though.
Here(here is part 2& part 3) is where FUNi said that where a DVD-only title becomes part of the S.A.V.E. line, it will not be getting a Blu-Ray release.
Since Shuffle is now part of the S.A.V.E. line, it will not be getting a Blu-Ray release.
