I'm assuming you're talking about the 'Third Semester' OVA right?
Sadly, I think FUNi said somewhere that they weren't going to get it, but I don't have a source on this. At this point I'd call it really unlikely too, seeing as how School Rumble ended up on the S.A.V.E. line, for less successful series, than the Anime Classics line. Which is really sad to think about, given how amazing Rumble is.
To add to Gyt's point, the 'Third Semester' OVA/OAD were released with Limited Edition manga in Japan, so they are harder to license since were Limited Edition and some Japanese companies like to keep it that way.

It's a similar problem with the newer Negima animations I believe. So with it possibly being harder to license (and maybe even pricier), on top of Rumble likely not doing as well as FUNi had hoped, makes it incredibly unlikely that they'll bother getting those last two episodes.

Nope, the last volume we ever got was Del Rey's only omnibus release (vols. 14-16).
Kodansha took over Del Rey's rights after that and hasn't even hinted at publishing any further.
(Which stinks because it looked like a future Eri-Tenma throwdown was a'brewing)
Oh man...I thought it had actually gotten finished. Gah. I wanted to pick up the manga eventually, and may still get what's available but this does make the decision tougher.
The Kodansha take-over left a lot of not-so-big sellers in limbo (which pretty much means dead.) Princess Resurrection is another victim.
You know, when it was announced that Kodansha was taking over, a lot of people were just so positive it was a great thing. I predicted dropped series and was told off.
