I heard that there were OVAs for Sankarea, two of which were packed with the manga and one that was unaired. Will all of these be on the DVD/BD release?

Depends on the license, how much the Japanese rights holders were asking for, and how much FUNimation was willing to pay.
I would not hold my breath for the manga pack-in OADs. The manga publishers try to keep these limited edition episodes as exclusive as possible, even after they are no longer available for sale. I'm not aware of any (major releases being: Air Gear, Kure-nai and Negima) that have been licensed for distribution outside of Japan.
Tsubasa's were OADs. Considering how the Sankarea manga is now licensed it might be a good idea to include them since the manga is also coming out here...
