I don't see why they wouldn't be dubbed.

Well the Baka and Test OVAs weren't dubbed
I think it depends on:
*length of the specials
*popularity of the show
*time and budget
Seems to be a case by case thing.
e.g. Baka and Test specials like SS5ant already said were sub-only so were the Spice and Wolf 2 specials (training with Holo)
but the Fullmetal Alchemist: Brotherhood 4-Panel Comic Theater Shorts and Freezing specials are dubbed

Yeah they are indeed dubbed, Man Funimation really had fun with this title, I finished watching my copy las night, and yep, this show stills blows my mind with all of its flat out insanity!
I really do hope the tease at the end means there may be a second season/series someday, but something tells me that was just Gainax trolling.
As for the OVA's theres not really much to em, there just short little skits, but yeah there dubbed.
My favorite short from the Sanitary Box OVA's is the one where Chuck is in a Mario parody.

Yeah, I suspect that too. And from what I hear, the show bombed in Japan (damn ass-backwards merch-driven policy) so the only way there'd be a second season would be if Gainax/Trigger where to co-produce it with FUNimation and strike a deal with either Adult Swim or perhaps Comedy Central. Not that it would ever happen... in the near future.
