Hmm, I'd love to say Buggy if he still counts as one, only because he's the only villain (I can think off so far) that has made me laugh XD
Or... Crocodile. But if Buggy counts then him

A good villain is one whose head you want to rip off with your bare hands.
So I go with Akainu or Eneru

Arlong all the way. Luffy beat him before he could do too much damage to East Blue, but he had some serious villain potential considering how badly he acted with Cocoyashi Village and Gosa Village under his control. Plus he made Nami cry
Akainu. No doubt.
Hmm ... Donquixote Doflamingo or Bartholomew Kuma there's just somthing about them that i really like.
Since Akainu is a marine doesn't that make him a good guy

Favorite silly, stupid, kinda harmless villain - Buggy.
Favorite villain I love to hate - Akainu or Black Beard.
And it is my opinion that just because Akainu is a marine doesn't mean he is a good guy. I mean Commodore Nelson was a marine and most definitely not a good guy. And all the straw hats are pirates but they're not bad guys... and I'm rambling so I'm going to stop here.^^'

Donflamingo is such a crazy person, its just fun to watch him.
As for Mihawk, I loved him the first time I saw him. The idea that he is the rival for Zoro is interesting, and I am dying to see the fight between the two in the future.
