I find myself falling between the two opinions on Hody. He's a product of his environment but I think that adds a more tragic sense to his character not a sympathetic one (kinda like feeling bad for Light at the end of Death note) and that scene with the burning and the masks creeped out to no end. I really do like the way the steroids have just been used as a metaphor for the self-destructiveness of this whole movement.
I'll admit overall this hasn't been my favorite arc but it's still just chilling to see the depths Oda has gone in exploring issues of racism, segregation and upbringing.

In a way, he IS more tragic then you're typical tragic character, in that he doesn't ask for sympathy. In fact, I don't think anyone would feel sympathy toward him. Instead, they'd feel pity. He does horrible things and is outright evil, and yet, unlike other tragic characters, nothing bad has actually happened to him to turn him toward evil. Instead, he was just raised in the wrong type of environment, taught the wrong kind of things, and now, it's too late to try and convince him otherwise.
It's also weird to think that Oda is actually trying to inject some political commentary into his story, but then again, since One Piece has gone on so long and doesn't look like it's going to end anytime soon, I have a feeling that he was going to insert something like this at one point or another.

You say that like it's something new. Oda has been doing that for years. It's one of the big reasons why I'm such a big fan of One Piece. The entire Arlong Park arc had racial supremacy as a major theme. The Sky Island arc was basically about nationalism and a giant metaphor for Manifest Destiny(Gan Fall even resemble a conquistador). The destruction of Ohara and Robin's backstory is about censorship. And the Tenryubito are a metaphor for social inequality.

My only real complaint regarding this arc is that it seems a bit too easy for the SH. They're just tearing through their opponents.
But I guess it's understandable since it's the first arc after their two years of training and things can be expected to get tougher when they at last reach the new world.
I like most of everything else about the arc, though.

The latest chapter 645 is pretty cool. Seeing Luffy use his haki again and gear 3rd to defeat Hody is cool.
And I think it's funny how Chopper's face now looks in his monster form that he once never had control of. In fact I knew he would one day be able to control it so now Chopper is going to kick some serious ass in the New World too.

646 was an awesome chapter all the straw hats pulled off there fisishing moves it looks like fishman island arc is coming to a close soon the only fight left is luffy vs hody

Ok so that was unexpected... should have know Oda would bring up Shirashiori's powers again (when has Oda ever brought something up, no matter how minuscule and not used it?) So it looks like the "destruction" of fishman island merely meant the destruction of it hateful history and social norms, that's still a big issue obviously but it looks like Shirley in a sense misinterpreted her prediction.
