Uh...that WOULD hurt One Piece. What's the point of creating a character and establishing who they are if you shoot it down afterwards and basically make them your puppet? Part of why OP is so popular among fans is because Oda handles the various characters and their personalities so well. Characters should NEVER be puppets for you to bend at will and do only as you please. They should be people with their own thoughts, dreams, motives, and actions. Oda knows this and takes the values the characters in OP hold dear VERY seriously, regardless if they're a pirate or not.
You said you think Magellan will be an Admiral. That's not an opinion, that's your prediction for future episodes of One Piece. All I did was tell you why that wouldn't make any sense. In the post-Marineford episodes, we learn that Magellan took full responsibility for the jailbreaks in Impel Down and even tried to take his own life to show he was sorry. What does this say about Magellan? It says he takes a TON of pride in his work and to have such a blunder of a jailbreak happen during his watch was too much for him. He loves his job, he loved being in Impel Down, so why would he even want to leave?
Moreover, why would someone even promote him? He clearly has no desire to ask for a promotion, and I can't think of any person in history that got promoted as the result of a failure. Even if someone did want to promote Magellan (which, again, would make no sense) I'm positive he'd turn it down. Remember Garp? He repeatedly turned down the Admiral promotion without fail, because he's happy being a Vice Admiral. Why is it hard for you to believe that Magellan isn't happy enough being in Impel Down?

I don't know about Magellan as an admiral or Buggy as a warlord(since he is incredibly weak), but it would be interesting if Smoker became one of the new admirals; I don't know if he could advance that far in only two years. Maybe one of the supernovas might have become a warlord in that time period.

I'm thinking that Coby could be one of the new admirals {he did say his dream is to become an admiral and the last time we saw him in the war he used haki so with the 2 years since then he's gonna be pretty powerful now} and as for new warloads all i can think of is Eustass kid

buggy may be weak but his new crew isnt ,i do think smoker has a slim chance but there was no sign of him using haki,
I agree with Eustass kid, but i dont think coby can surpass Luffy (Luffy not yet on the level of an admiral )
