As for me well, when it comes to Domestic Animation i'm a fan off....
MerryWeather Williams A name that until recently has been pretty much unknown and is still underappriciated. Merryweather williams has been in the animation business since the mid 90's William's first notable work was her job as a Story Editor on Spongebob Squarpants from 1999-2003 *you know back when it was still funny* she was also a consultant on the Mothers day episode of Rugrats. In recent times, Williams has become one of the main Story Editors on Cartoon Network's smash hit Adventure Time. She also wrote 4 episodes for Season 2 of My Little Pony: Friendship is Magic, 2 of which (Putting Your Hoof Down, and Dragon Quest) are among some of my favorite episodes of the series so far. Sufficed to say she's a talented woman who defiantly deserves more love & praise then she gets
Craig McCraken: We all know about craig, creator of PowerPuff Girls and Foster's Home for Imaginary Friends. Along with Gennedy Taratstokovy, he helped make Cartoon Network what it is today, if it weren't for all the hit toons he made, they would still be showing old Hanna-Barbara cartoons 24/7 XD. Oh and he was also a writer for Two Stupid Dogs & Dexter's Laboratory.
Genndy Tartakovsky Creator of Dexter's Laboratory, Samurai Jack, and Sym-Bionic Titan, Genndy is also one of the most prominant modern animation writers & directors! He also directed & produced the original Star Wars: Clone Wars mini-series that came out on CN between episodes II & III.
Lauren Faust: Wife of Craig McCraken, and friend of Genndy, over the years Lauren not only worked on all the shows they created, but also helped out with theatrical films such as The Iron Giant, Cats Don't Dance, & Quest For Camelot. And of course as we all know she is the woman responsible for the current smash hit series My Little Pony: Friendship is magic, after being hired by Hasbro to re-create the franchise. Nowadays she's trying to get her indie projcet Galaxy Girls off the ground!
M.A. Larson: One of the current Head Writers for My Little Pony: Friendship Is Magic. Over the years he's also worked on other popular toons like Nick's Angry Beavers, and Foster's And he also wrote the Gravity Falls episode "Double Dipper" .
Pendleton Ward Creator of Adventure Time and Bravest Warriors, and all around fun guy!
And on the anime Front i'm a fan of
Hayao Myazaki Do I even need to explain, this guy is the grandaddy of Studio Ghibli! Naussica, Castle In the Sky,etc, his list of accomplishments goes on & on! Oh and he also worked on some of the origional Lupin III episodes.
Shinichirô Watanabe One of the best Anime Directors Around IMO, guy gave us Cowboy Bebop, The Animatrix, Samurai Champloo, and most recently Kids On The Slop
Masaaki Yuasa
A very creative man that gave us Tatami Galaxy, and is currently working on his Kick-Heart Project
Satoshi Kon Master of the animated Psychological Thriller, Kon gave us so many great films and some fun series (Paranoia Agent, Perfect Blue, Paprika), may he rest in peace.
Kunihiko Ikuhara Sailor Moon, Utena, PenquinDrum, whats not to like!? Guys a fracken GENIUS!
Mamoru Hosoda Digimon The Movie, Summer Wars, The Girl Who Lept Through Time, yeah...this guy is good! Also looking Forward to his upcoming flick Wolf Children!

Chuck Jones: This guy was an animation legend for a reason. I think he's my favorite Looney Tunes director--the way he utilizes humor is amazing. Wit, comedic timing, great facial expressions, and look at all the work he's done. He brought us "Duck Season/Rabbit Season," the Coyote and Road Runner, a more dynamic side of Daffy Duck--and outside of Looney Tunes, he brought us amazing adaptations of How The Grinch Stole Christmas and Horton Hears a Who (to me, he was the perfect guy for Dr. Seuss' work), the grand animated musical Gay Pur-ee, and more obscurely, some really good depictions of Jungle Book stories (more accurate then Disney's version). What a man, what a legend.
Bruce Timm, Eric Radomski and Paul Dini: The age of truly great superhero cartoons began when Timm and Radomski, fledgling producers said "Let there be a dark, Fleischer-Superman inspired cartoon." And there was a dark, Fleischer-Superman inspired cartoon. And it was awesome.
Batman: The Animated Series is my personal favorite TV cartoon of all time, and that has a great deal to do with how well these guys knew Batman and how to tell mature, psychological, and utterly gripping stories. But the show didn't really show its mettle until Paul Dini joined the writing staff. He helped transform the show from a typical action show to something more--most famously, he created the Joker's bubbly hench-woman Harley Quinn, and a genuinely tragic back-story for former joke-villain Mr. Freeze. All three of those guys are awesome.
Ron Clements and John Musker: The guys at Disney who brought us The Great Mouse Detective, The Little Mermaid, Aladdin, Hercules, Treasure Planet, and most recently, The Princess and the Frog. There is a certain energy to all the works they've done that really makes them stand out--even lesser ones like Detective and Planet. Their direction is fast, fun and skillful, their comedic timing is great, and they've created some of Disney's best villains. Probably my favorite Disney directors.
Gennedy Tartakovsky: This guy knows how to direct a cartoon. That may not sound impressive, but so many cartoons, even good ones, don't really show skills in direction. With Dexter's Labratory and Samurai Jack, you get such a feel for this guy's skill--Jack in particular is so grandiose and cinematic, it's really mind-blowing. And if the Clone Wars micro-series was any indication, he knew how to do Star Wars better then George Lucas himself.
Brad Bird: This guy's amazing. He made The Iron Giant, one of the best animated works of the 90s. It could have just been a corny E.T. clone, but he made it a mature, witty, emotionally powerful masterpiece. Then at Pixar, he did The Incredibles and Ratatouille, which although they're not personal favorites of mine, I would have to say are some of the studio's top tier work. I'd say that if anyone nowadays knows how to make truly mature cartoons (not the crass comedies that seem to be popping up like weeds), it's this guy.
...And based on the quality of his work, I'd say that if The Simpsons is in decline (I'd have to heavily re-visit it to prove it), it's because he left the show.

Although I feel the need to add Matt Groening. I think we all know who he is and what he's done. I'll also add this link of the Top 15 Animation Gods from IMDb. Try to guess who's #1 on that list before clicking
