There is nothing more entertaining than a villain who can be as free-wheeling as he wants because he's so incredibly powerful he can indulge on wish to irritate whomever he pleases.
As far as my appreciation of Odo, I always saw him as a great alternative to the token unemotional character (be it Vulcan or android). Odo isn't necessarily presented as unemotional, but more driven and pragmatic, trying to rigidly define himself by his job since his physical form is so undefined at times. The paradox of a formless being craving structure was more interesting to me than the unemotional characters looking to acquire emotions (or the ability to better interact with emotional beings).

I'll also agree with Q. I give barclay the nod for "The Nth degree" episode where he becomes radically intelligent. I also always liked data. You really get to see some character development in him as he is really learning how to be a human and once he gets emotions he even goes further. I also like his interactions with spot. Such a funny name for a cat.

This is a pretty loaded question. I think to be fair I need to pick one character per show.
TOS:
I love Kirk. He is a guy of action, get in blow something up get laid go on to the next planet. While that was his general scheme you also after a while found out that he was able to be so brash because of his friendship with Spock and McCoy.
TNG:
The Traveler: The man that finally got Wesley Crusher off the series gets my vote here LOL!!
DS9:
Deep Space 9 really came around after season two and while it had some things I downright despised like the entire planet of Bajor and its Wormhole Aliens.
I actually can't pick a favorite character since I really enjoyed nearly everyone that wasn't named Sisko, Worf or Kira. This show also provided the best villians with Gul Dukat, Weyoun and the Dominion.
Voyager:
There is only one character I can vote for here and that is the Doctor. It was brilliant to write a hologram as a major character and watching his "charm" in his interaction with the Voyager crew and watching him become a "person" really helped the series paticularly early on when it was pretty bad.
Enterprise:
I'd like to forget this abomination ever existed. LOL

One of the reasons I chose Q was due to Wesley Crusher. The best scene of The Next Generation, not done by Robot Chicken, was watching him getting impaled on a bayonet by a French Pork Soldier, all courtesy of Q. The fact Riker didn't recognize this as a good thing and wished it undone is one of the reasons I'm not a Riker fan.
