Much like everything else worth experiencing in this world, it's a pleasure to have so long as it isn't overused and abused; which, as others have said, it sadly is. Take it in moderation and you've an admirable piece to any anime/manga.
I really don't see anything wrong with a bit of Moe, so I am voting for "good". I haven't experienced a "moe overload" yet, but I'm sure that it is extremely possible.
Well I don't know if I would claim either or, but I will say that Japan tends to take this obsession with moe too far. What won't they turn into moe? Cockroaches? The Axis of Power(What?!)? The military. WWII planes. There is nothing wrong with a little here or there, but it seems like a trend that they have taken beyond what it should be. Almost everything has moe in it and it often comes to a point where it's the only appeal of the entire product. It just seems like Japan is using moe to turn what would otherwise be a stupid show or game and make it profitable because their fan base will eat up anything with moe in it. My vote: good if done in moderation, but bad as the market currently stands.
Moe is fine if it's done well. Haruhi wasn't good because Mikuru-chan was adorable. It was good because KyoAni did a great job animating it and the characters and story were well-written. It doesn't really matter what the story is if you can tell it well enough. The problem with moe is that it's notoriously bad, because it's easier to spew out low-quality garbage and market it to lonely otaku. I.E. Pretty much everything JC Staff has made in the last 5 years.

The problem with your theory is there have been many good shows based on Moe. Key Animation studio has been making Moe games and anime titles since before 2000.
I never have understood the hate for Moe. Mecha has bad shows, Shonen has bad shows, Shojo has bad shows. Needless to say every genre has bad shows.

I think Moe is good, it warms the heart and keeps us happy, because moe = everything cute.

Moe is totally overused now, that it makes me sick. I used to not mind it back in the day, but it's so over played now, that it drives me crazy.
I don't mind it in small doses, but that seems harder to do now of days.
