Casey Kasem will always be the original Shaggy, no doubt about that - but as blasphemous as this might sound, I kind of prefer some of the later actors for the role, especially Matthew Lillard. Lillard's sounds like Shaggy while at the same time making it sound more like a real person's voice instead of an intense characterization like Kasem's always does.
So I'm gonna have to go with Coleman. Between Mikey and Tick, how do you not love this guy?
