You would think that after 24 eps and 2 ovas our lead chars would have said I love you to each other. This is how you think it ends in ep 24 then you look at the second ova and you really wonder... if they were planning more eps or something.

24 eps & 2 ovas and they still did not say I love you? Geesh.
Maybe if there would've been a second season, they would be able to expand a little more into the story. It wouldn't have to be that long, just long enough to get those two together again. Kind of like Full Metal Panic!? Fumoffu! did. Sure it was pure fluff, but it was fun and it was pretty important to the story.
I definitely agree. Another season shuold have taken place. Does anyone have some real evidence of this being the end of Linebarrels of Iron?

The only ones that would possibly know would probably be Gonzo themselves or possibly the writers themselves. If asked nicely, who knows? They might consider adding some more story to it.
