Glad you ask, I think the easiest way is to use YouTube, Everyone involved can just record their dub and then incert it into the Anime, The problem is you kind of have to talk fast, It's hard to keep up with the subs while speaking, Once you get the audio dubbed you can remove the subs and then put the video up on YouTube so people can see it.
It will be hard though, We'd have to find people to voice every character.

Well the dub project is coming alnog slowly but surely, I now have 4 people on board(3 voicres and 1 video editor)..The 3 people can do Sana's voice,Fuka,Tsuyoshi,Babbit,Misako,Naozumi,Tomoe,and Misako.
Please bring back Kodocha. I don't care if its sub-only. It's my favorite anime ever and I'm sure it's also the favorite of others! I love this anime and I really want to see how it finishes in comparison to the manga. I only have to first two seasons and I really want to see the rest. If I don't get to see it I'll be ever so sad . Kodocha is the best and I don't want it to end in the middle of the story.
