A F-22 might not be able to fly, but a DC-3 would. Humans have been navigating without computer systems for a long time, and GPS is not needed to launch a missile.

GPS would get scrambled, also you have no air traffic control not to mention that the type of planes you are talking about would not be able to handle arms deals as they currently stand, it might not kill and seal off the sky but it would really really make it hard for people to use it.
