Is the 13 episode series that ADV used to have, is a company going to release it? I know Funimation got the OVA, which isn't something too big, RightStuf has a lot of those in stock. But the series, the series is hard to come by.

Well, FUNi "inherited" it when they bought all those Sojitz titles that were taken away from ADV.
The series didn't perform all that well the first time; I'd forget about anyone rescuing it.

Why didn't they just releases it with the OVA? Like they did with other titles.

Becuase FUNi only has the rights to the OVA and ADV had(?) the rights just to the series.

They sure did, using the TV cast from Austin.
They even released it.
More accurately, ADV held sole rights to the TV series; the OVA rights were held by the Sojitz subsidiary mentioned in my previous post, with production and distribution originally handled by ADV.
