We can tell you that you should be looking at two separate lines of questioning: anime on television/broadcast and anime on DVD and/or Blu-ray. There will be different editing/rating decisions made for each type of release. FUNimation works with broadcasters to determine the edits that are made for the anime that is shown on U.S. TV. That is regulated by the government. You should be able to find some good research on TV ratings in the United States.
The anime DVDs that are released in the U.S. are a different matter. FUNimation determines the ratings for each of the DVDs we release. We work from general guidelines of the motion picture ratings system, but we self-regulate in order to make sure government regulation is not needed.
All FUNimation DVD and Blu-ray releases are uncut unless marked otherwise.
