It's the way the site is setup. Each show that Funimation has the license to gets a page with a description. Said description (or sometimes just a large poster image) helps to market upcoming BluRay releases, etc. Video pages are auto generated. I suppose with a little bit of creative coding they could hide shows with 0 episodes from video related searches/browsing by default.
Funi doens't have the streaming licences for all the shows. That ans with the consisten preblem of videos that have playing issues they might have held off putting some to to make sure they play correctly.
Quantity of the library has little to do with QoS. (The problem is likely a combination of poor hosting, poor site cache management and excessive amounts of free viewers)
Actually, I think FoZ may still be licensed but will not be renewed when it expires - shows that are no longer licensed have their sites removed, like Higurashi (unless there was some oversight). They aren't going to pursue streaming rights at this point though.
Still, the Shows tab lists all shows, whether there are episodes streaming or not. If episodes are available it will say "Watch Full Episodes". If you are only intestered videos, then go to the Videos tab.

That's why its there. Even if they don't have the streaming rights, it's still more than perfectly reasonable for them to promote sales of their BD/DVD content. And they have a separate video section if you're only looking for streaming. Granted they could use a "browse series with episodes" page or a search flag in the shows page to show only show with episodes...

An example is Familiar of Zero, its on the list of shows but the site doesn't seem to have any episodes in any language

Most retailer are probly no longer carrieing the series. you can probly find a few out there for really high prices but thats about it. The series as of right now is Out of print. Otehr shows like ...
