Is is mandatory by law for Funimation to put a rating on their DVDs & Blu-Rays?

Okay, now from an email message they sent to me concerning ratings on DVDs & Blu-Rays, they said they put a rating to make it available in Canada & non-mainstream stores, and for broadcast distribution reasons. It is mandatory by law for anime companies (in particular Funimation) to put a rating on DVDs?
