I have rented dvd's with the whole ring cracked out and unplayable from the local library. telling the staff did not help as the dvd's went right back onto the shelf for the next person.
This is why a copy of dvd's should be made legal for people who own the dvd.
software exists but good luck getting a replacement for those disks.
To my understanding it's completely legal to make a copy of your own disk for strictly personal use, the issue comes up when you get a copy of someone else's disk which they have illegally put on the internet.
But even with all that said a quick contact email to the store you've both your DVD from and proof of purchase will often net you a non-broken disk. I've never had an issue with a DVD breaking before, but I have had replacement disks sent to me from Amazon and Rightstuf with no problems (also Funimation replaced a disk I bought from a closed FYE once as well).
