Also unless you were born, raised, and live in Japan, its really kind (near) impossible to become a manga-ka. Although Yen Press publishes some OEL Manga from time to time.
Or if you mean do they take recommendations for manga, that would also be a no as they do not publish manga. If you want to see a manga stateside go bark at VIZ, Yen, Seven Seas, DMP, Vertical, etc.
