Does anybody know if the OVA's and the movie will get dubbed by Funimation?
We don't know if they will. FUNi hasn't announced that they've licensed them.

Anyway, I'm willing to bet the movie will be snatched up in no time, but the OVAs... It took quite a while for those of the first series to be brought over, so who knows?
With FMA being a cash cow, I wouldn't doubt that we'd get them eventually, but the question is 'when'. As Ling said, it took forever for us to get the last series OVAs.

I don't want to sound rude, but why do you keep asking questions that no one knows the answer to? Do the research before asking a question. The information on release dates and such is out there, and if it isn't then no one else is going to know either. No one knows what FUNimation is going to do until they announce it. Common sense would dictate that they most likely will, seeing as FMA is one of their most popular series. Again, I'm sorry if this came off rude, it was not my intention. It's just a frustration of mine, along with the ever present "Should I buy this vs. that" threads.
I did not know about the shorts till now. They sound like something that would have followed the ends of the episodes kind of like what follows most Naruto and Bleach episodes.
Anyway till this knowledge I had been hoping that the OVA's would be included with the 5th and final boxset just because there is less episodes left. With the knowledge of these shorts I would expect (and be happy to buy) a stand-alone disc containing the shorts and ovas just like they had for the first series. Hopefully it comes out a little sooner though so they can dub it while the cast is altogether. I am assuming it all depends on the licensing negotiations (price).
As for the movie it has not even been released yet. I am sure Funimation will want to dub / release it when it becomes available. That may be a while, first the movie has to air in theaters, then be released on dvd in Japan, then we may get a dvd release here in the states.
Yes, they will. Both the OVAs and the movie (Sacred Star of Milos) are available now! Woooo! I'm so excited!
