No, you're not making a manga, you can't! Why? Let Dictionary.com explain the slang word for you. We can however create Japanese inspired comics.
As for getting them published, I've overheard self publishing is popular now a days. Nonetheless, we still dream of that chance that is measured using an atomic scale that the Japanese will pick it up, adore it, and ask us if they can turn it into a cartoon.
I'm no artist, but love writing, and a lot of my short stories and novellas, or even novels, could easily be converted to a comic book/graphic novel format--i.e., manga. If there are any artists on the site interested in collaborating with a writer, hit me up.

used to love creating characters & storys Back in high school. love making mangas. Now im feel don't have it. going throw life. come and go to work.
I would like to make a manga, but I'm more interested in making characters and stories that would be adapted into anime, movies, and games. However, I can see my Sumo Smackdown story being a manga, due to it's Japanese influence.

Yoshioka, does this mean you draw, or that you write? If you draw, and are interested, I wouldn't mind doing a collaboration. I'm also a indie filmmaker on the side, and there could always be the possibility of adaptation down the road, too.

Wrong, wrong, wrong, wrong and wrong. People enjoy segregation a little too much I think. In reality anyone, of any race, culture and nationality can create manga and anime. You're simply an over zealous fan who simply refuses to acknowledge this. It's funny too, because all this isn't coming from Japan and it certainly isn't coming from Anime companies here in America. Heck even 'Right Stuf' has a section dedicated to 'American Manga'. So really what you're saying is out of date.
Though I think it's funny. Most people who believe the same as you wear the word 'otaku' like a badge of honor, ignoring the true meaning of that word. YET when it comes to anime and manga they refuse to use any definition that doesn't have the word 'Japan' or 'Japanese' in it.
