I'm not sure I'd really consider that scene a big lipped alligator moment. Takizawa has a lot on his mind at that point (as well as the whole series), from his involvement in Careless Monday, to the disappearing NEETs and his own life, and even his dog. The scene seemed more like a crystallized nightmare of all Takizawa's worries and concerns, rather than plain, old WTF-ery.
I agree that the weird vision he had wasn't a BLAM. As I looked back on the series two things stood out to me as unanswered, one was the question you asked. To me:

it showed the turmoil of his mind with the happiness at first with the thought of saving so many people from the missile attacks, but then him yelling at them was the anger at how everyone turned against him, even though he saved them.
At least that's what I felt. The second question I had was why he was in front of the White House, naked, with a gun. Did I miss the explanation of that?
I think they reappeared in the beginning of the second movie, Paradise Lost. I agree that he seems to be stressing over his role as a selecao and the various events he has been apart of.
