Hi there Tristan, and welcome to the forum. Hope you have a great time here.
The issue of canon comes up a lot with DB because most of our material actually does end up at odds with each other in one way or another (filler episodes or scenes in the show that contradict other things, the movies not always fitting so nicely in a peg, etc.). In the end, canon comes down to what YOU want it to be. You'd have to work harder at it for some things obviously, but one could find ways to look at the movies in their heads, alter some things and leave some things out maybe, and make them 'canon' to some degree in their minds.
That and, whether something is canon or not doesn't matter, IMO, as much as something being 'good', but that's just me.
Now, as for your actual question about if EoB is canon or not...again, it's all up to you really, but there are a few curious inconsistencies. Zarbon and Dodoria coming outside with Frieza at the start of it is a small one that could easily be brushed aside, same with Bardock's seemingly self-regenerating armor. The thing that I have the hardest time trying to figure out is why his pyschic powers seem to disappear without any explanation.

Well purist will say since it wasn't in the original manga created by Akira Toriyama then it is not canon.
Personally I think it has to many inconsistencies to be cannon. One being Bardock not having a high enough power level to go SSJ actually he had lightning sparks so he was SSJ2.
Since when does Freeza's Death Ball send people back in time? Is he Darkseid? Is it the Omega Sanction?

I still don't think it was meant to be just that his attack did it, but that somehow the force of his attack mixed with the planet's explosion, somehow punched a hole in space-time or...something. It's contrived, sure, but they do it all the time in other media. That's just how I took it anyway.

If power levels were what determined the ability to go SS then Trunks and Goten shouldn't have been able to. It was always about intense emotion. Exs: Goku's rage at Frieza, Gohan's rage at himself and later Cell, Vegeta's rage at Goku and himself, Bardock's rage at himself, Trunks' rage at the androids.
