A while back I bought th3 3 DVD set containing the ORIGINAL Dragonball movies 2, 3, & 4. Upon recently rewatching movie 2 i noticed there is a point in DVD where the video and audio goes all scratchy for a bit. I would like to buy a new DVD to replace the damaged one but as far as know it has never been released as single disc, and i am reluctant to buy a whole new set when there is only a problem with ONE of the discs. Is there anything else that can be done?

You can always just get the 4-pack that was released recently, I watched the second movie and there was nothing wrong with it.

I said i don't want to but another movie pack if i can help it, I just want get another movie 2 disc to replace my damaged one.

Sadly, I think your only option IS to buy the new set (which really isn't all that expensive I don't think). I have that same set, and I hadn't really planned on upgrading from it initially. But the last time I watched my movie 2 from it a while back, I noticed how horrid the video quality (and the sound quality on the Japanese side at least) was, both things I'd never noticed before that time.
I believe I've read that it's something to do with the transfer used on that disc, so getting a new copy of just that same release probably won't fix the problem. Your best bet probably IS getting that new set, and hey, you'll have movie 1 that way if you don't already have it. ^_^
That said though, I'm drawing all of this from memory. Might be best to wait until someone else with more knowledge on the subject pops in.

Buying a new a copy of this however will not fix the issue. It is an error in the original transfer by FUNimation. The VHS and DVD both have this issue. As they were both from the same transfer. The only way to get a corrected version of this movie is to buy the new DVD Movie 4-Pack.
