The TV version of Aria the Scarlet Ammo is full of censorship (some are planted really annoyingly), because of this many fans have purchased the DVD/BR version in Japan, however they were very disappointed when they saw that only half of the censorship were removed in the first episodes. Some were removed (like the really annoying black/white lines), but some remained (the steam censorship). The last episode (episode 13 or some may refer to it as the OVA) is 100% uncensored, however the first part of the anime still had some remaining censorship on the DVD/BR.
My question is, will the Funimation release a truly uncensored version, fixing the problems that made the Japanese customers rage (and effectively influenced the title's sale in a negative manner) OR Funimation is going to release the half censored Japanese version?

If Funi will release the half censored version then I am off to cancel my pre-order...not like I'm really into watching naked lolis, but if I want a censored version I just watch it for free in TV or on the Internet and I like to pay for items that are not half done.






Well, if the Japanese home version still had some "censorship" it was probably intended to be there. There's a difference between "censorship" that is imposed by a third party (in this case the Japanese broadcasting networks) and "censorship" that is a stylistic choice.
From what you posted, I think the censor steam effect is a stylistic choice. Not every series has complete fanservice nudity even when it might be a little more fanservice-y than the broadcasters would like.
Funimation is at the mercy of the Japanese licensors much as any R1 company is. They could, in theory, have parts of the anime redrawn to be even more fanservice oriented but that would mean that a) the Japanese agreed to it,
Funimation had the money for it, and c) it seemed like a profitable idea.
While c might be true, a and b are unlikely.
I think this is going to be a case where you just have to accept that the creators of the anime didn't mean for the main episodes to be nearly as naughty as fans might have wanted. Since the OVA is 100% uncensored as you mention, it was probably their intent to keep some of the sexy in reserve to really sell the OVA.
Don't hold it against the show though. If you like it, you should accept it for what it is and not what it might have been. If you want more fanservice for your bucks, there are other shows, but there's only one Aria the Scarlett Ammo!
