I don't think Viz does re-licensing of titles. Besides, the only other large anime distributor that is headquartered in California is Bandai Entertainment and they've re-licensed titles, such as 5 Centimeters Per Second (from ADV Films and gave it a new dub), Akira (from Geneon), and Agent Aika (from Central Park Media).
Maybe we could ask Bandai to license the show? Well, aside from that, K.T. Gray was in Beck, which Funimation did license.

They aren't exactly guaranteed to license rescue it, but Sentai Filmworks wants to license as much titles as they can.
I love this show, and have owned way more copies then I care to admit over the last ten years but lets be real. There is no reason for this show to be re-released much less redubbed. The animation really shows its age bad and it isnt something that falls into the two things that sell in America.. Violence and fanservice.
