However the Hunter x Hunter OVAs (Spider, Green Island, Greed Island Final) have ZERO % of ever being dubbed since the 1999 dub wasn't very popular, it didn't sell well for VIZ so they won't license more, the OVAs are now considered "old" = plague in the opinion of companies, and the 2011 series (which will eventually cover those arcs) is a superior show.
Clearly, it sold well enough for them to try and pick up the 2011 series, but they said they weren't able to get it because someone else got it before them (Funimation or Sentai).
Actually I remember reading on VIZ's facebook page where they confirmed that the original series didn't sell well for them so that's probably why they never got the OVAs.
As for the 2011 series of course they'd give that a chance. Everybody always wants what is new, shiny and improved.
For example Lupin III had underwhelming sales for Funimation which is why they ignored the franchise for almost a decade and never picked up more TV specials.
Then there's suddenly a new TV series (Woman Called Fujiko Mine) and since it's new, shiny and improved they pounced on that despite the bad sales of what they licensed before.
Lupin fans were unsure if Funimation was actually going to pick up home video rights so fans watched those legal streams like crazy (Funimation doesn't always release everything they stream e.g. no plans to release Rainbow)
Though I suppose it's possible Funimation is also banking on the plentiful fanservice (due to past success with shows like Sekirei) and the staff involved (Redline, Cowboy Bebop) to help make Lupin a success this time.
Back on topic I'd like to see these anime get dubbed someday even it looks like they probably won't:
Qwaser of Stigmata (shame Sentai is releasing it sub-only. Maybe if it sells well they consider re-releasing it with a dub)
Bakuman 2 (since Media Blasters can't get their act together it looks like the rest of the franchise is doomed)
Nyan Koi! (I wasn't disappointed Sentai didn't dub it. Very fun show)

DVD/Blu-ray Combo Packs Suck!
Boycotting Funimation combo pack releases since 2011.
Actually I remember reading on VIZ's facebook page where they confirmed that the original series didn't sell well for them so that's probably why they never got the OVAs.
The OVAs were just filler to begin with, they only produced then because fans weren't happy with how the series ended.
