I had a hard time deciding if it shouldn't stay in the Member's Lounge.
My question to you Powerdroid, is what you are wanting to accomplish with this list? Is this simply a top ten list of the most perverted anime that are not hentai? If that's the case, then the question is too subjective to personal opinion, and biased interference.
For example, if I were to compile a list of the top ten anime that featured the worst profanity in a dub, then I wouldn't be the person to do it; simply because a.) I am somewhat immune to the use of profanity in what I watch. b.) I'd fail to accurately judge a show based on the available information. As a cast in point; I watched a youtube clip not long ago that had a counter index of just how many times the "F"-word was used in the anime Black Lagoon, and it was in excess of 200 times.
Now if if I am reading your post correctly, and i hope I am, then you are wanting help trying to decide which ecchi(perverted) anime should make this top ten.
Well, you would first need to have a list of every anime that has ecchi, then a panel of people that have seen each of them, then you would have to establish a scale of what constitutes more or less perversity, which I think you've established.
But like my example with profanity, perversity is often easily overlooked in anime, simply because of the nature of anime. I often forget just how many panty shots are in some anime, or bust shots, or things of a more harmless nature, simply because I've learned to ignore it as a part of the medium.
As for myself, I've seen some pretty stout ecchi anime, and most of the ones on that list don't hold a candle to Futari Ecchi (Step-Up love Story).
OK, I could not make it past the first episode of Queen's Blade. I will admit that it was intense, but there is something about the heroine, not only wetting herself, but doing it twice in the same episode.
I think I have to be in a better frame of mind to chase it down after that, but it may be a problem with other factors.
as you may have noticed, most of the episodes could be classified as 'romantic comedy'.
I haven't addressed the dramatic or the horrific (Elfin Lied for example), nor have I looked at yaoi and yuri. And could you compare a Freezing with Girls Bravo? Simple nudity is not enough,b ut what is done with that nudity (At a later point, I will discuss the differences between nude and naked, OK?)
I have my hands full with this one, I will let other better experienced take on the rest of it and the manga as well.

Haha! The show is not for everyone. I personally get a kick out of these "over the top" ecchi (aka fanservice) titles, because I like dirty humor.
Heck, I really laughed hard at Green Green. Yet, almost everyone I know can't stand the show, because some of the content goes out of their comfort zones.

Well, he's making a measuring stick (no pun intended) more than a list. The number one is suppose to be free of ecchi, while the number 10 is suppose to be heavy in ecchi.
However, the problem here is that ecchi titles can vary in genre. Many of them are romantic comedies and harems, while some are dark and violent horror or action shows.
Perhaps you (Powerdroid) should make several lists. One for action shows, one for romantic comedies and one for horror.
But if I wanted to make a list of hentai I would, but once you cross over into hentai, that's it. It's hentai. There is no degrees of anything, save for potential brutality.
And to be quite honest, hentai is terribly boring; it's all some flimsy excuse to get naked and get down. There is something about ecchi that pushes the envelope without crossing the line, regardless of the nature of the perversion.
I mean, have you seen Panty and Stocking with Garterbelt? It is hopelessly perverted, but not necessarily ecchi (the art style really prevents that, but the rest of it.....). Then you have Girls Bravo, which is ecchi, but not what I'd call perverted (as in P&S).
I did see an uncensored version of Freezing (as those damn 'modesty bars' got really annoying), but I really felt it was much ado about nothing. Upskirt shots! Unfettered breasts!! Loincloths!!! (I gave it an 8 myself)

What about ova's? If you're looking for Ecchi, the first thing that comes to mind is the Please Teacher ova.
